Yes, eons ago.
Its something that is being considered here at NHS.
Aparently there is now an API for it.
The big thing to consider is storage space. Bet your life that it was not a consideration during the initial sizing of the environments.

I think the table is PER_IMAGES, I tried searching for the procedures in USER_PROCEDURES with the word '%IMAGE%' in the name, but no joy. I seem to remember a while ago somebody coming up with a SQL*Loader control file to handle it, but can't remember the details sorry.

You could try uploading a *tasteful* image via the screen, and tracing what the screen does with it?

To load a binary image into this table, first create a control file.

For example:

options (bindsize 400000)
load data
infile photo.bmp "fix 60999"
replace
concatenate 6
into table PER_IMAGES
(image_id constant 1,
image raw(365994),
parent_id constant 5000,
table_name constant "PER_PEOPLE_F")
