Hi,
When i am trying to save the payroll in Payroll description window . i am getting the following Error

APP-FND-01016: Routine FDFRKS:Unknown structure ID 0 for Flex Filed Code SCL with Application ID 800

If any one knows plse reply me ASAP ..

This looks like an uncompiled flexfield error.
First port of call would be to get a DBA to run the bulk flexfield compilation process (a concurrent program). Check the log from this process to see if there are any warnings or errors.

The 'SCL' is soft-coded-legislation - developer DFF's used to configure the localisations for payroll.

Which locale are you creating this Payroll for? Is it UK, US or another country?
If its not one of the UK/US do you actually have that country's legislation installed?
If it is installed you may need to go in as the Application Developer responsibility and look at the flexfield definitions form to check that the SCL flex's are frozen.
