It would be great to have a section that talks about user requirements in terms of business,

as iam sure we have all faced some strange requirements that do not fall under the HR business requirements.

an out of scope section or a Q&A section related to scope would help :), as to be a reference to in/ out of scope.

i.e. are we supposed to cover employee annual tickets as elements (Accrued over 1 year)?

PS: note to self maybe I am the only one who have faced that problem

I know this is a somewhat delayed response, however we are planning some restructuring of the forums and layout over the comming weeks.
Your idea is an interesting one (especially from a pre-sales consultant angle) and i'm sure we can implement something along these lines.

Yes - I can see a use for a section entitled:

Things Oracle doesn't do well and suggested bodges

1. Company Houses (I have this recollection from Kuwait of us trying to dream up some way of using OTA to 'enroll' people in a House/Event) confused

2. Workforce Scheduling (I had an agent on the phone about this last week)

3. Succession Planning ( mad hmmmmm)
